Dear Comrades,

WITH BEST COMPLIMENTS FOR HAPPY & PROSPEROUS NEW YEAR, MAKAR SANKRANTI, PONGAL & REPUBLIC DAY

            It is aware that C.W.C. Meeting of AIPSBCOEA was organised at the Ist Floor, North Avenue P.O. Building, New Delhi on 17.12.2013 with energetic dedication for redressal of burning issues relating to S.B.C.O. staff.

            The C.W.C. meeting was presided over by Com. S.P. Kulkarni, President (CHQ), Com. M. Krishnan, Secretary General NFPE and CCGEW inaugurated the CWC meeting with Com. K.V. Sridharan Ex. Genl. Sec. P-III, Com. I.S. Dabas Genl. Sec. P-IV and Com. S.B. Yadav Dy. Genl. Sec. AIPAEA.

            Com. Krishnan in his inaugural address explained the Common grievances/demands of Central Govt. Employees as well as the demands of SBCO Employees in the proposed organisational setup.  He also highlighted the roll of Postal Unions and Confederation of Central Govt. Employees & Workers to consider the Central Govt., who announced for earlier Constitution of 7th C.P.C. and that reveals the result of our continuous struggle.  This struggle also yielded to come forward in the streamline at a joint platform with Railway & Defence Federations.  Accordingly the Staff side National Council J.C.M. has submitted a draft memorandum to the Govt. regarding items to be included in terms of references of 7th C.P.C. and the main issues are as under :-

(1)             Date of effect of 7th CPC be 01.01.2014.
(2)             Merger of DA with pay for all purposes.
(3)             Grant of an interim relief.
(4)             Inclusion of GDS employees of postal Deptt. under the purview of 7th CPC.
(5)             Statutory defined pension to all govt. employees irrespective of their date of joining the service.
(6)             Settlement of annomalies of 6th CPC timely.
(7)             Cashless / Hasslefree medicare facilities.

            Com. Krishnan also assured all help from NFPE to solve the sectional demands of SBCO staff.  He also advised to submit a cadre restructuring proposal demanding higher pay scales and service conditions for SBCO staff as early as possible. And also holding a workshop of SBCO-CHQ Office bearers, Circle Secretaries and others for submission a memorandum to 7th CPC.

            Com. K.V. Sridharan in his address disclosed that S.B.C.O. Staff being part of Accounts fraternity from very begining are now facing limited promotional avenues after separation and accordingly he advised to AIPSBCOEA to submit a memorandum demanding pay parity with Postal Accounts Staff with promotional avenues for consideration by 7th C.P.C. with assurance for full co-operation to be extended by him.

            Com. S.B. Yadav and Com. I.S. Dabas have focussed in their brief speech   for greater unity of employees to face the anti-employees policy of the Govt. for which they are fully prepared at any time when required.

            The President constituted the house with 24 delegates participated in the C.W.C. meeting as under :-

                  General Secretary, then placed his report in the house for discussion and approval.  To start with, first homage was paid to all the leaders of the monuments passed away during last days, and also to those who lost their lives in natural calamities, by observing two minutes scheme.  He read the entire report inclusive of financial status of the association between 5.3.2013 to 1.12.2013 G. Secretary in his exhaustive report touched each aspect of the employees movement and struggle made under the banner of NFPE and CCGEW.  He mentioned all the efforts made by AIPSBCOEA to achieve/ clinch its sectional demands, and how the leaders of the federation tend a helping hand to him in solving the issues of SBCO.

                  In the Delegate session, delegates from various units expressed their views on problems of SBCO and also on General Secretaries report.  Speakers include S/Shri Subhash Jaiswal praised G. Secretary for his report and insisted on increasing the membership of association.  He stressed that UDC of SBCO has become PA likewise supervisor cadre & IPO companion of it reflects the imbalance.  Com. N.K. Narela and Shri Meena expressed concern over victimisation on ground of contributory negligence and emphasised on filling of posts and strengthening of the organisation.  Comrade Karat and Sathe praised G.S. and S.G. for their fantastic functioning and assured that they enhance the membership.  Com. Noorani criticised the high handedness and behaviour of Administrative side.  Com. Mohanan laid emphasis on raising the membership and was of the view the there should be communication between leaders and we should be co-operative with our sister unions.  Shri Brahmabhatt, suggested for formation of a fund to fight out the cases of recovery by union in court of law.

                  Com. P.B. Bhosar assured to increase the membership of our association.  Com. Sheikh was of the view that help should be made at the view that help should be made at the grass root level so that strong organisation is build which will ultimately strengthen trade union movement.  Shri Atul Srivastava and J.S. Vajpayee expressed that central leadership should try their level best to solve the issues and also stressed on financial support for association.  Com. A.K. Jain requested to ensure finding holding of DPC for financial upgradation and withdrawal of operative work from SBCO. Shri B.K. Balan proposed the dates of 26.1.14 & 27.1.14 for conducting the workshop.

                  Com. Appan Raj, appreciated the General Secretary for his enthusiastic report which includes all their resolution.  He demanded that administrative power must be changed from Divisional Supdt. to A.O. I.C.O.  He expressed concern over non holding of DPC in various circles.  He explained in detail about the 'Finacle Software' and its impact on the functioning of SBCO.  After implementation, we will have to do Audit Work, Voucher-checking, detecting mistakes etc.  If C.B.S. is launched accurately, problems of SBCO will minimize automatically.

                  Com. Asit Das drew attention towards the court case and then assured that 23 new appointee's will be made members of the association as they were appointed due to efforts of NFPE.

            While summing up the debate / discussion, General Secretary spoke in length on issues raised by the house. He expressed that had the earlier association raised the same and dealt properly, power would have not gone to Administrative authority.  Regarding, DPC he said that due to wrong ratio of feeder cadre in reference to HSC-I & II, it is being delayed.  He constituted a committee for preparing cadre Restructure proposal, comprising of (1) Com. S.P. Kulkarni (2) Appan Raj (3) Mohannan (4) Asit Das (5) Virendra Tewary as invited member Sri Alok Jain.

                  Com. Y.D. Shukla gave the vote of thanks.

                  Com. S.P. Kulkarni, President CHQ thanked all the Comrades for attending the CWC meeting in such an adverse weather conditions.  He said, memorandum will be submitted to 7th Pay Commission and concluded the meeting by declaring next venue of CWC at GOA.  Workshop will be conducted at Indore or Gujarat in May/June.

AGITATIONAL PROGRAMME FOR SECTIONAL DEMANDS OF SBCO STAFF :-

                  CWC passed the proposal of General Secretary to go on organisational course of action to achieve our demands, as the authorities did not took any concrete steps to solve the issues raised through the Resolutions passed at A.I.C. Haridwar.  The proposed action programmes are as under to be started from 18th March, 2014.

(1)             Post Card Campaign 18th March 2014 to 20th March 2014.
(2)             Bearing of black-ribbon from 21 March 2014 to 24th March 2014 and holding of lunch hour meeting.
(3)             One day Dharna at the level of Regional Office or Circle Office according to convenience, on 25th March 2014.
(4)             Two Day's Relay Hunger fast and Dharna at the Postal Directorate, New Delhi on 27th March & 28th March 2014.

Note : All Comrades are requested to book their Rail Tickets for attending Hunger Fast and Dharna at Delhi on 27th & 28th March 2014.

AGITATIONAL PROGRAMME FOR 7TH PAY COMMISSION

MAKE THE NATIONWIDE 48 HOURS STRIKE (12th FEB. & 13th FEB. 2014) OF CENTRAL GOVERNMENT EMPLOYEES 100% SUCCESS IN POSTAL

Dear Comrades,

As you are aware, the extended National Executive of the Confederation held at New Delhi on 10.01.2014 has decided to organize 48 hours (2 days) Nationwide strike of Central Government Employees on 12th and 13th of February 2014. Strike Notice will be served to Cabinet Secretary, Government of India by Confederation and to Secretary, Department of Posts by NFPE and all its affiliated unions on 21.01.2014.

Main Demands of the two days strike are
(I)
1.         DA Merger
2.         Interim Relief
3.         Inclusion of GDS in 7th CPC
4.         Date of effect of 7th CPC 01.01.2014
5.         Regularisation and Revision of wages of Casual laburers.
6.         Rescind the PFRDA Act and scrap New Pension Scheme
7.         Settlment of anomalies of 6th CPC.
(II)      Ensure every five year revision of wages of Central Government Employees in future.
(III)    (a)       Regularisation of Gramin Dak Sevaks of the Postal Department  and grant of Civil Servant status, statutory pension and all other benefits at par with regular employees.
            (b)       Regularisation and revision of wages of casual and contract workers.
(IV)    Compassionate appointment - removal of restrictions imposed by Government.
(V)      JCM and Anomaly Committee Functioning.
(VI)    Fill up all vacant posts and creation of new posts wherever justified.
(VII)   Stop downsizing, outsourcing, contractorisation and privatization of Government functions.
(VIII) Stop the move to introduce performance related Pay (PRP) system, Extended PLB Bonus for all, removing bonus ceiling.
(IX)    Revise OTA and Night Duty Allowance rates and clothing rates.
(X)      Implement arbitration awards.
(XI)    Five promotions to all.
(XII)   Rescind the PFRDA Act.  Ensure statutory Pension for all.
(XIII) Stop price rise.  Revive and extend public distribution system for all.
(XIV) Stop trade union victimization.
(XV)   Ensure Right to strike.
  


FLASH NEWS (FOR PRE RTP EMPLOYEES)
            The NFPE has jointly filed a case in the Principal Bench CAT, New Delhi for counting of RTP services as regular service for all consequential benefits under O.A. No. 3647/2013 dt. 08.10.2013.  Case came up for hearing on 07.01.2014, next sitting is on 24.02.2014.

1.         Comrades are requested to write down the any type of problems faced by them in the circle to the undersigned / Association immediately for redressal at appropriate level.

MEMORANDUM ON PENDING RESOLUTIONS PASSED IN ALL INDIA CONFERENCE OF ASSOCIATION HELD AT HARIDWAR.

Sub :         Memorandum on pending resolutions passed in All India Conference of Association held at Haridwar.
Madam,
                  In the CWC meeting of Association held at New Delhi on 17.12.13, the resolutions passed in All India Conference have been reviewed by the CHQ Office bearers and Circle Secretaries with grave concern for the inordinate delay in its implementation/consideration of long pending demands of SBCO employees.
                  The CWC decided to bring all the important pending resolutions once again to the notice of the Secretary (Posts) for early settlement, before resorting to agitational programmes in the month of March 2014.  Accordingly we submit the following long pending items already referred vide Association letters dt. 05.03.13, 20.03.13 & 26.08.13 for early settlement and favorable action :-
1.               Regular Promotion to LSG & HSG SBCO Grade:
                  "A" Regular promotion to LSG, HSG II and HSG-I SBCO Cadre are not' taken up periodically in all Circle by convening DPC. As a result, majority of supervisory posts are lying vacant and being managed under office arrangements. This pre-empts the availability of eligible LSG officials to go on promotion to HSH-II and HSG-I Cadre and causes extra work load to T/S PAs SBCO. Therefore, it is resolved to issue necessary instructions to all Circle Heads to convene the DPC in a time bound manner and accord promotions to the staff every six months.
                  "B" Officiating Pay: In so many offices staff entrusted with the duties of higher posts is not being paid the officiating pay of the post on which they are working. It is therefore resolved that offg. pay of higher post should be paid to them.
2.               Restoration of Administrative powers to AO ICO:
                  SBCO functions are devised for auditing and accounting according as per the prescribed procedures. PAs SBCO belong to circle cadre and their Appointing Authority is Director of Postal Services. The progress of the work performed by the officials of SBCO is virtually reviewed by AO ICO (SB) who is well versed in SBCO procedure. The inspection of SBCO Branch is conducted by the AO ICO (SB) every year by this they acquire through knowledge about the staff and their capabilities. Since the SBCO is an audit section, it has to bring out the deficiencies and discrepancies of the SB Branch to the Divisional Administration by raising objections and through reports. This action is not relished by the Administration and the SBCO Branch is being considered as nuisance by them. As such, the power of writing of CRs over SBCO Branch staff vested with Divisional Heads is counter-productive and this is being used by the Divisional Administration to coerce the SBCO staff from raising genuine objections. Hence, it is resolved to restore the power of writing of CRs to AO ICO(SB) to enable the SBCO staff for maintenance of proper accounting and auditing as per old pattern.
3.               Transfer liability (SBCO):
                  The present transfer liability in respect of SBCO Cadres gives more hardship to officials. On completion of post tenure, the officials are transferred to far off places in many circles. Hence, the privilege of transfer limited within division, being enjoyed by other categories of staff in PO s may-be accorded to SBCO also.
4.               SB Incentive to SBCO Staff.
                  It is resolved that the SB incentive may be granted to the staff working in SBCO also at par with the Postal Assistants working in SB Branch. The issue may be taken up with Ministry of Finance for approval.
5.               Permission for appearing for Gr. 'B' Cadre Examination:
                  Postal Assistants, SBCO are permitted for appearing for Inspector (Posts) Examination. But, LSG Supervisors, SBCO are not allowed to write the examination for promotion to Group 'B' cadre. It is against the principles laid down in Article 14 of Constitution of India as this deprives the opportunity to eligible officials. It is resolved that the grievance may be redressed and LSG SBCO officials with eligible service may be allowed to appear for Group 'B' cadre Examination in Postal Department.
6.               Irregular Recovery/Contributory negligence cases:
                  The staff of SBCO is actually exercising the decentralized Audit and Accounts duties and their work actually start after accounting of the transactions. It is, therefore, penalizing the SBCO employees by imposing recovery of Loss irrationally for frauds committed in the savings schemes in Sub/Branch Offices is contrary to statutory rules. It is learnt that the employees working in Postal Accounts are exempted from the liability of contributory negligence cases. Hence, on the same analogy, the SBCO staff may also be accorded the same status. It is therefore resolved that the SBCO staff should not be held responsible for contributory negligence and recovery should not be imposed upon them.
7.               Fixing time factor:
                  In view of additions in current duties after introduction new SB Schemes, decentralization of RD/MIS/SCSS, and computerization of SBCO Branch a revised time factor should be evolved judiciously so that additional posts can be created to avoid accumulation of arrears of work.
8.               Mid-service training :
                  To acquire updated knowledge in Ruling in Saving Schemes amended then and there, introduction of modified version in SB Software, suitable refresher training in the middle of service to all cadres of SBCO may be arranged.
9.               Financial up-gradation to Pre-UDCs:
                  It is hereby resolved that based on the judgement issued by CAT, Calcutta, and dismissal of SLP No. 18019/2006 moved by the Department in Supreme Court, necessary orders are to be issued to grant financial up gradation under Time Bound Promotion to pre-UDCs from the date on which the pre- LDCs were granted promotion after introduction of TBOP and BCR schemes in SBCO wing.
10.             Withdraw the operative work:
                  A number of operative works were added to SBCO such as maintenance of Accounts-wise balance in V 2 SBCO for the categories of RD, MIS, SCSS, verification MPKBY/SAS Agents commission Bills, Deputation to sub office for verification of account balances, settlement of minus balances objections. These items of work are not covered under the control procedures. It is resolved that such works which is not under control procedure of SBCO should be withdrawn.
11.             MACP Promotion:
                  MACP scheme has been introduced w.e.f. 1.9.2008. Prior to it no CR was made available to the official for perusal. After introduction of MACP, Bench mark was introduced. So many officials of SBCO have been deprived off the promotion due to average CR. It is hereby resolved that in such cases the average CR should be treated as good prior to 01.09.2008 and promotions should be granted to those officials.
12.             Filling up of Vacant Posts:
                  So many posts i.e. hundreds in number are lying-vacant in each SBCO in all circles. After exemption from Screening Committee the posts in PA/SA cadre have been filled up in thousands of numbers but there is no recruitment in SBCO. The work load is increasing day by day. It is hereby resolved that all vacant posts of SBCO should be filled up as early as possible.
13.             Supply of updated Computers and furniture.
                  In most of the SBCO branches out dated Computers have been supplied and no table or chair has been supplied. For better functioning updated Computers and tables and chairs should be supplied in each SBCO branch.
                  You are therefore requested to kindly cause a serious & suitable action on aforesaid items to mitigate the issues failing which the Association shall be constrained to observe trade union movements as decided in C.W.C. postponed for Feb. 2014.

      MAKE THIS STRIKE A THUNDERING SUCCESS

MASS DHARNA AT JANTAR  MANTAR. NEW DELHI  on 9th JANUARY, 2014

              In culmination of the first phase of our agitation programme a mass dharna was organized at Jantar Mantar, New Delhi  on 9th January, 2014 in pursuance of the 15 point charter of demands.   As per the decision of the National Sectt., all Secretariat members along with the leaders and workers of Delhi State was to take part in the Dharna.  However, quite a number of comrades from various other parts of the country volunteered to participate in the programme, despite the chilling weather conditions of Delhi, which reflected the growing determination of the rank and file of the workers to fight for the demands and to win the same. Com.KKN.Kutty National President presided. The Dharna was inaugurated by Com. S.K. Vyas,  Adviser , Confederation which preceded by a welcome speech delivered by Com. Vrighu Bhattacharya, Secretary, Delhi State Committee.  Leaders of almost all major affiliates of the Confederation and other Sectt. Members addressed the participants.  Com. A.K. Padmanabhan, President, CITU while greeting the participants in the Dharna, stressed the need for a long and sustained struggle to win the demand.  While concluding and congratulating the participants for the large turnout, Com. Secretary General said that a meeting of the National Executive of the Confederation is scheduled to meet on the next day.  He added that National Executive will evaluate the developments of the last few months and will decide upon the date of commencement of the impending strike action. The Dharna programme which was commenced at 11.00 AM was concluded at 3.00PM, when Com. Parasar on behalf of the National Sectt. thanked the participants and the Delhi State Committee. 

National Sectt. Meeting on 9.1.2014.

            The  Sectt. Members who took part in the Dharna programme met in an emergent meeting at 5.00PM to finalise the proposal to be presented to the extended meeting of the National Executive the next day.  Com. Vyas narrated the efforts undertaken by him and the President to interact with the leaders of the AIRF and AIDEF to bring about a common approach both in the matter of 7th CPC and other issues in the charter.  When the Staff Side of the National Council met to finalize draft terms of reference, there had been few takers for the five year wage revision proposed by the Confederation.  He explained as to how the Confederation representatives had to agree with a compromise formula for the date of effect being 1.1.2014 (instead of 1.1.2011), with the clear understanding that the question of periodicity of wage revision of CGES must be a matter of contention before the 7th CPC.  Despite the overwhelming response from the Railway workers, (more than 90% is reported to have voted in favour of strike in the strike ballot conducted by AIRF) Com. Vyas said that the leaders of the Railway Federation have not indicated their willingness to pursue the demands with a strike action.  The Defence Federation leaders have also indicated that it would be difficult for them to pursue the issues with strike action, unless the same is organized under the auspices of a joint platform of all Federations of Central Government employees.

            In the deliberations that followed the introductory remark of Com. Vyas, the following points emerged:
(a)   The announcement of the setting up of 7th CPC by the UPA Government was to be considered as a ploy to obtain electoral mileage ;
(b)   The compulsion has been brought about by the Confederation through sustained struggles including the one day (12.12.2012) strike action.
(c)    The need for organizing strike action before the commencement of the election process
(d)   The leaders of the Confederation might make another attempt with the Railway and Defense Federations before the NE meeting.
(e)   The possibility of inordinate delay in the setting up of the 7th CPC if not done before electionIs notified
(f)     Apprehension was expressed by the participating comrades that the Government might go ahead and issues the requisite notification without taking into account the view points of the Staff Side contained in the draft terms of reference submitted.
The meeting, therefore, came to the conclusion that(a) the strike action is the need of the hour and must be organized before the election process commences;(b) the indefinite strike for which  the Secretariat had earlier taken decision must be attempted under the auspices of the joint platform of all CGE organizations; (c) the Secretary  General might make a proposal for two days strike in the first fortnight of the February for the consideration of the National Executive.(d) A few comrades were of the view that in view of the paucity of time for campaign etc, the proposed strike action might be in the last week of Feb. (e) fear of the election code of conduct coming into operation immediately after the Parliament session was also expressed by some comrades at the meeting.

            The Secretariat authorized the Secretary General to present the proposal for two days strike in the first fortnight of Feb.2014 to the extended meeting of the National Executive. 


Extended meeting of the NationalExecutive  and decisions.- 10.1.2014

            The extended meeting of the National Executive was held at MP Club, North Avenue, New Delhi on 10.1.2014.  In the inaugural address, com. S.K. Vyas, Advisor briefly placed the developments after the announcements of the setting up of the 7th CPC by the Government.  He particularly referred to the electoral reverses of the UPA in the five State Assembly elections held in November/December, 2013. He considered the electoral reverses as an expression of anger of the common man against the policies pursued by the UPA II Government. He advised the members to take note of the inescapable conclusion emanating from the election result that the common man given an opportunity will throw out the perpetrators of injustice and anger agony on them.  According to him, whoever follows the neo liberal policies are bound to be the victim of the ire of the working people. 

            He then narrated the course of discussions on the terms of reference both at the staff side meeting as also at the official meeting chaired by the Secretary Personnel.  In his opinion, the Government may not accept any of the suggestions made by the Staff Side unless it is backed up by sustained struggles. The very announcement of the Pay Commission itself was due to the compulsion brought about by the Confederation and its affiliates through struggles.  He reminded the comrades that the Government had consistently refused to meet in the JCM at the National and Departmental levels.  The negotiating machinery has almost been closed down.  He said that whenever the meeting takes place, it was with a clear view to defer decisions on the legitimate demands of the employees.  He also explained the efforts undertaken by the Confederation leaders to bring about a united platform of all organizations participating in the JCM in the background of the nugatory attitude of the Government and its failure.  He added that in the given circumstances,  hoping for the emergence of a joint platform would be a grave mistake and the Confederation as had been its historical approach, must pursue the charter of demands, which include the setting up of the 7th CPC, through a strike action. 

            Com. Secretary General presented the proposal emerged at the meeting of the Secretariat a day before, i.e. on 9th and the various viewpoints that came up for consideration at the meeting.  While presenting the proposal he asserted that the announcement of the  7th CPC has come about only on account of the initiative taken by the Confederation. He recalled how the Confederation leaders were ridiculed in 2011 when the demand for the 7th CPC and five yearly wage revision was first raised.  He said that the common employees who are members of the affiliates of the Confederation deserve congratulation for the magnificent response to the call for the March to Parliament on 26th  July, 2012 and the subsequent one day strike action on 12th December, 2012.  He cautioned that the draft terms of reference prepared by the Staff Side would remain in paper if the same is not pursued by militant actions.  He told the participating members that the Confederation should not allow the setting up of the 7th CPC without a labour representative and must ensure that its Chairman is not one who is obsessed with the neo liberal economic reforms.  He explained that the proposed struggle was not only for wage revision, though that being an important issue, but also to ensure that the neo liberal policies are not allowed to be pursued whoever comes to power. He reminded the comrades that the 15 point charter of demands include the important and significant issues like (a) withdrawal of the new contributory pension scheme, (b) stoppage  of contractorisation, outsourcing, privatization etc, (c) regularization of daily rated workers and GDS, (e) to bring the GDS within the ambit of the 7th CPC treating them as Civil servants, (f) revival of appointments on compassionate ground without conditions (g) filling up of vacant posts (h) functioning of the negotiating machinery and above all (i) arresting the ever rising prices of essential commodities.  He requested the members to appreciate the position explained and decide upon an inevitable strike action before the election process is begun.

            Thereafter the house deliberated upon the proposal placed on behalf of the Secretariat.  Several Comrades took part in the discussions.  The decision to go on strike was welcomed by one and all.  Some comrade forcefully pleaded that the Confederation must give a call for an indefinite strike action.  In the end, the house adopted a resolution indicating the following course of action to pursue the 15 point charter of demands.  (Full Text of the resolution, the press statement issued after the meeting, the details of the campaign programme at the National level will be placed on the website within a day or two.)
(i)                 Strike will be of 48 hours ( 2 days) duration.
(ii)               The two days strike will commence on 12th February, 2014 at 00 hours and will be concluded at 00 hours on 14th. i.e. Strike will be on 12th and 13the Feb. 2014.
(iii)             Strike notice will be served by the Confederation on Cabinet Secretary; all affiliates on their respective heads of Departments and copy of the same will be handed over to the respective heads of offices on 21st January, 2014. Prior to the serving of notice to the heads of offices, the unions will organize massive demonstration with cent per cent participation of members in front of all offices on 21.1.2014.
(iv)             Nationwide campaign will be organized covering all State Capitals and other important cities and towns in January, 2014.
(v)               State Committees will organize state wise campaigning programme covering all District Head Quarters in the first week of Feb. 2014.
(vi)             Hold Press conferences; issue press statements and take steps to ensure media converge for the ensuing strike action.
The resolution received unanimous approval of the house, which was followed by thunderous slogan shouting. 

Com. Secretary General then informed the house that the FNPO has agreed to synchronize their strike action for two days on the same dates and with the same charter of demands. 

            The house then took up the applications received from ARIES Employees Confederation (ARYABHATTA RESEARCH INSTITUTE OF OBSERVATIONAL SCIENCES) DEHRADUN and the DOT Employees Association of India, KOLKATA for grant of affiliation.  The house approved the proposal for the grant of affiliation to the two organizations.

            Com. President before declaring the closure of the session requested the affiliates to take immediate steps to clear off the subscription dues for lack of finance should not hinder the functioning of the CHQ.  Com. Parasar on behalf of the Sectt. had welcome the participants in the beginning.  Com. Seethalakshmi, Convener, Women Sub Committee of the Confederation and the newly elected General Secretary of All India Postal Employees Union, Postmen, and MTS/ Group D proposed vote of thanks.

CHARTER OF DEMANDS

1.      Accept the terms of reference of 7th CPC, submitted by the staff side, National Council JCM.
(a)      To examine the existing structure of pay, allowances and other benefits/facilities, retirement benefits like Pension, Gratuity, other terminal benefits of various categories of Central Government Employees including Gramin Dak Sevaks (GDS) of Postal Department.
(b)      To work out the comprehensive revised pay packet for the categories of Central Government employees including GDS as on 1.1.2014.
(c)       The Commission shall determine the pay structure, benefits, facilities, retirement benefits etc. taking into account the need to provide minimum wage with reference to the recommendation of the 15th Indian Labour Conference (1957) and the subsequent judicial pronouncement of the honorable Supreme Court there-on, as on 1.1.2014.
(d)      To determine the Interim Relief needed to be sanctioned immediately to the Central Government employees including GDS.
(e)       To determine the percentage of Dearness allowance/Dearness Relief immediately to be merged with Pay and pension including GDS.
(f)        To settle the anomalies raised in various fora of JCM.                                                     
(g)      To work out the improvements needed to the existing  retirement benefits, like pension, death cum retirement gratuity, family  pension and other terminal or recurring  benefits maintaining parity amongst past, present and future pensioners and family pensioners including those who entered service on or after 1.1.2004.
(h)      To recommend methods for providing cashless/hassle-free Medicare facilities to the employees and Pensioners including Postal pensioners.

2.      Ensure every five year revision of wages of Central Government Employees in future.
3.      (a) Regularisation of Gramin Dak Sevaks of the Postal Department and grant of Civil Servant status, statutory pension and all other benefits at par with regular employees.
(b) Regularisation and revision of wages of casual and contract workers.
4.      Compassionate appointment – removal of restrictions imposed by Government.
5.      JCM and Anomaly Committee Functioning.
6.      Fill up all vacant posts and creation of new posts wherever justified.
7.      Stop downsizing, outsourcing, contractorisation and privatization of Government functions.
8.      Stop the move to introduce performance related Pay (PRP) system, Extend PLB Bonus for all, removing bonus ceiling.
9.      Revise OTA and Night Duty Allowance rates and clothing rates.
