      The 3rd All India conference of SBCO employees association affiliated to NFPE will be held at Thekkady in Idukki division (Kerala) from 14.03.2015 to 15.03.2015. The Reception Committee of the All India conference was formed on 18.01.2015 in the meeting held at Thekkady. The meeting was inaugurated by Com. M.Krishnan Secretary General Confederation of Central Government Employees and Workers and Ex.Secretary General NFPE. Com. P.V.Rajendran Circle Secretary R III & State Convenor, NFPE, Com.M.S.Sabu, Circle Secretary AIPEU GDS (NFPE) and Girish Shekharan, Circle Secretary SBCO Employees Asociation Kerala Circle were present in the meeting.

           In addition to the sub committees an Executive Committee consisting of 51 Members of various organisations have also been formed.
About the Venue:
            The venue of the meeting is at Holiday Home Thekkady. It is at a distance of 1 KM away from Kumily Bus stand. Thekkady is the border of Tamilnadu and Kerala and an international Tourist Centre.
                 Accomodation for the delegates are available from 1400 hours on 13.03.2015 to 1000 hours on 16.03.2015. Breakfast, Lunch,  Dinner and Tea will be provided  from 13th night.  Climate in March will be moderate. Not very hot or very cold. Night it may be somewhat cold.  We are not in a position to provide accommodation to family members. However accommodation can be booked in the nearby hotels and lodges at their own cost if they so prefers and if they inform the Reception Committee in advance. How to reach Kumily (Thekkady):
                 There are three options to reach Kumily (Thekkady). Delegates are advised to book tickets by train upto Kottayam or Ernakulam. Volunteers will be available at Kottayam railway station or they can go to the RMS Office for guidance.  Delegates have to travel by bus from Kottayam or Ernakulam. The duration of journey by bus from Kottayam to Kumily is 3 hours and from Ernakulam to Kumily is 5 hours.
               Another option is to step down at Coimbatore ( Ootty hill station is near to Coimbatore at a distance of about 65 KM) .  They have to travel 7 hours by bus from Coimbatore to Kumily. The distance from Kumily to Kottayam, Ernakulam and Coimbatore is 90 KM, 120 KM and 280 KM respectively.   Coimbatore is far away from Kumily.
Kochi International Airport (Ernakulam) is the nearest Airport.  Coimbatore also airport is available.

Programme Notice will be published later.  Conference will commence at 10.30 M on14-03-2015 and will continue upto 5 PM on15-03-2015.  Those who want to visit tourist places should book their travel tickets in such a way that they can visit the places of interest either before 14.03-2015 or after 15-03-2015.  Delegates will not be allowed to leave the Conference Venue on 14th & 15th March, 2015, when the Conference is in session.
DELEGATE/VISITOR’S FEE:
Delegate/Visitor Fee is fixed as Rs.1,000/- (Rs. One thousand only) per head.  Additional Expenditure of the Conference will be met by colleceting minimum donation from all NFPE members of Kerala Circle including Gramin Dak Sevaks.  There will be no public collection.

WAGE REVISED FOR CASUAL LABOUR / PART-TIME CASUAL WORKERS


THIS IS THE MUCH AWAITED DIRECTORATE ORDER. ALL OUR SECRETARIES ARE REQUESTED TO ENSURE EARLY PAYMENT INCLUDING ARREARS TO THE CL / PT WORKERS

D.G. Posts O.M. No. 2-53/2011-PCC dated 22 Jan 2015.
The issue of remuneration payable to Full Time Casual Labourers (Other than Temporary Status) and Part Time Casual Labourers has been under consideration of the Department for quite some time. The matter has been examined in consultation with the Nodal Ministries/Departments and it has been decided, that the remuneration payable to casual labourers would be as under:
(i)         The wages of Full Time Casual Labourers (Other than Temporary Status) would be calculated at the minimum of Pay Band-1 (Rs.5200-20200) i.e. Rs. 5200 plus a Grade Pay of Rs.1300/- and Dearness Allowance as admissible from time to time. In addition , the benefit of merge of 50% of dearness allowance would also be admissible in terms of DoPT O.M. No. 49014/5/2004-Estt(C)  dated 31.05.2004.
(ii)        So far as Part Time Casual Labourers are concerned , their wages would be calculated on pro-rata basis, in terms of hours of duty put in, with respect to the minimum of Pay Band-1(Rs.5200-20200) plus a Grade Pay of Rs.1300/- and Dearness Allowance as admissible from time to time . I addition , the benefit of merge of 50% of dearness allowance would also be admissible in terms of DoPT O.M. No. 49014/5/2004-Estt(C) dated 31.05.2004.
2.         The revision as aforesaid in sub paras (i) to (ii) will take effect from 01.01.2006.
3.         For the Full Time Casual Labouers covered by Para 1(v) of DoPT O.M. No. 49014/2/86 Estt.(C) dated 07.06.1988 i.e. the full time casual labourers, who are engaged to perform work different from the work performed by regular employees, will continue to be remunerated  based on the minimum wages prescribed by Central or State Government, whichever is higher.
