FILLING UP THE HSG II SBCO POSTS

SUB:  Filling up the posts of HSG II SBCO- regarding.

It is brought to our notice that a good number of vacancies in HSG II SBCO posts in all circles are kept unfilled. As per rules, LSG officials with three years of regular service are only eligible to work against vacancies of HSG II SBCO posts. But, there are no eligible officials in LSG SBCO grade with requisite service. Notional promotion is  not considered while grant of LSG in SBCO wing. As a result, vacancies in HSG II SBCO are on the increase side and lack of proper supervision affect the functioning of SB branch also.
It is therefore, requested that necessary orders may kindly be issued to fill up  all   vacant HSG II SBCO posts on adhoc basis in relaxation of normal rules immediately.

          Agenda items of the All India Postal SBCO Employees Association for the periodical meeting of NFPE and its affiliated Associations are submitted  hereunder :-

Agenda for  periodical meeting with Secretary(Posts)

1.       Savings Bank Control Organization in the Department of Post was decentralized from erstwhile Postal and Telegraphs Audit office. Hence, SBCO should be regarded as an Audit wing of savings bank and be given status equal to Postal Accounts on all aspects as the functions and responsibilities of both are synonymous. The staff SBCO are recruited separately as Postal Assistants (SBCO) and trained exclusively in control procedures. Therefore, utilization of these personnel in operative work like reconciliation of SO SB balances by deputing them to Sub offices, settlement of minus balances, settlement of OMs should not be resorted to.

2.       Request for reevaluation of the issue of administrative control over SBCO staff to resume independent and proper functioning of SBCO wing. Divisional heads have no in depth knowledge in SBCO procedures and functioning of SBCO. As such, the powers of writing of APAR should be vested again with Accounts officers ICO (SB) as they are the next supervisory officers with full knowledge of the functioning of SBCO branch and its procedure and the personal knowledge about the SBCO officials.

3.       In respect of decentralized savings categories i.e, RD/MIS/SCSS the roll of SBCO must be checking of vouchers with reference to the data available in LAN Sanchay post for timely detection of fraudulent activities. It is therefore requested that the maintenance of RD ledgers for HO/SOs in V2 SBCO may be dispensed with.

EXPECTED D.A. FROM 01.07.2012


EXPECTED DA FROM JULY 2012 MAY BE 7% AGAIN
            Subject to AICIN data for the next two months remaining in the current level, the following assumption is being made.
            The AICPIN data for April 12 has been recently published. It rises to 4 points and reached 205. We know that D.A. is calculated on the basis for 12 months average. To calculate the D.A. payable from 1st July 2012, we need the figures of May and June 2012 which are to be released on 30.06.12 and 31.07.12 respectively. If the data remains for the next two months in the same level, i.e. 205, the hike will be 7%. Even if it marginally drops 1 point in any of the months, the rise will be still 7% which will take the total D.A. to 72%.
            Considering the latest hike in petrol price, it is unlikely that the index may drop in the next months. So we can guess the next D.A. hike @7%, revising our previous guess work.
