RD LEDGER POSTING WORK SHOULD GO FROM SBCO - CHQ Writes

SUB:Decentralization of RD work from   H.O. to SOs  - Ledger postings in HO reg..

            Vide Directorate letter no. 113-1/2002-SB  dated 13.2.2002, RD work was decentralize from HO to Departmental Sub offices to avoid maintenance of duplicate Ledgers in HO in r/o accounts opened in SOs . In the above cited order, no additional items of control work were mentioned.

            As a further development, while computerization of savings accounts, maintenance of duplicate ledger card was again introduced in the name of feeding of RD transactions in V2SBCO. The same was saddled upon the SBCO staff which is purely operative work.  Since there was no norms for attending this work and no additional man power, this revised procedure became not workable in HO. Entrusting the operative work of ledger posting to control organization is logically contrary also.
                                                
           While taking stock of the situation in DSOs , the position of ledger posting is in precarious condition. Due to various reasons, the ledger work in DSOs has been totally derailed. Onetime updating of RD ledgers in SOs by copying entries from pass book at the time of closure has become the order of day.
         In our view, the situation prior to 2002 ( Introduction of decentralization) is far better than that of now. Mushroom growth of frauds in RD category is the worst side effect of the decentralization. A number of SBCO officials are being succumbed to the evils of frauds and subjected under contributory negligence case.
        Our union considers this is high time to review aftermath developments of decentralization and to cause issue of orders for roll back the decentralization orders for maintenance of ledgers in HO SB Branch so as to enable the SBCO to carry out control work on RD effectively.

Money spinners: postal department plans 1,000 ATMs in 6 states

The Department of Post (DoP) is on a technology upgrade drive. The department plans to set up 1,000 automated teller machines (ATMs) across six states —Assam, Uttar Pradesh, Rajasthan, Maharashtra, Karnataka and Tamil Nadu —  as part of its ongoing modernisation drive, said Manjula Parasher, secretary, posts.
“We will start execution of our modern technology programme across six circles by the end of this year,” said Parasher. “This will help in people getting core banking facility etc. We plan to have 1,000 ATMs in a phased manner. The process for this will start by the year-end.”
The DoP has selected five major technology companies for five of its technology advancement projects.
It has issued a Letter of Intent to Infosys for two projects including rural system and financial services integration; Tata Consultancy Services for change management; Sify for network integration and Reliance Communications Infrastructure for data centre.
The department plans to start execution of some of these projects by end of this year across six states on a pilot basis.
It has already received approval for Rs 1,877 crore to be spent across these projects over a period of two years and will seek additional funds when the need arises.
“Funds of Rs 1,877 crore have been approved,” said Parasher. “We will go ahead with that. We may need more money because implementation in some of the cases may last over six-nine years.”
The department will computerise all of its 1.6 lakh post offices across the country by 2013 with over 24,000 department post offices already computerised by March.

With an aim of providing better services to the people, the DoP has decided to computerise at least 250 post offices in Jammu and Kashmir during the current year. “During this year, the department has taken the ambitious plan of computerising 250 post offices and modernising them to make them relevant,” said John Samuel, chief postmaster general, J&K Circle. PTI/Srinagar

Kind reference is invited to the Ministry of Finance, Department of Expenditure O.M.No.10/02/2011- E.III/A dated 19th March, 2012 wherein all the central government employees who were due to get their annual increment between February to June during 2006 were granted one increment on 1.1.2006 in the pre-revised pay scale as a one time measure and there after next increment in the revised pay structure on 1.7.2006 as per Rule 10 of CCS(RP) Rules, 2008 (Copy enclosed for ready reference).
I wish to submit that my increment in pre revised pay scale was on __________ and hence, in terms of the above Office Memorandum, I am eligible for one additional increment in pre-revised pay scale as a one time measure and also eligible for next increment in the revised pay structure on 1.7.2006 as per Rule 10 of CCS(RP) Rules, 2008.
In view of above submission, I request that one additional increment may kindly be granted and my pay may please be fixed as stipulated in above O.M. and that the arrears of pay and allowance may kindly be drawn and paid to me at an early date.

IRREGULAR NON FRANT OF MACP - GUJARAT CIRCLE-/ CHQ addressed to Directorate

Sub : Non grant of MACP III- Case of  Shri.S.M. Brahmbhatt PA SBCO Anand  H.O(
         Gujarat Circle)
It is brought to the notice of our union  MACP III was not granted to Shri.S.M. Brahmbhatt PA SBCO Anand  H.O( Gujarat Circle) for the reasons of below bench marks in ACRs. The scrutiny committee had also not considered for up gradation of the “Average “ gradings of the official during review.
No adverse entry was communicated to the official for the last 5 years prescribed and there is no case of complaint from superiors and public. So, the denial of financial up gradation is injustice to the official . It is  therefore  requested  to cause issue of suitable instructions for  reconsideration of this case. The representation of the official which addressed to the Chief PMG is also enclosed for reference.

IMMUNITY TRANSFER SETTLED -- Rajasthan Circle

CHQ had taken continous efforts to get the transfer to Head quarters on Immunity to Com. V.K.JAIN Circle Secretary AIPSBCOEA  Rajasthan Circle. The case was taken with Directorate in October 2011 and reminded through letter date 31.01.2012. He was working at Dholpur H.O which is 300 KMs away from Jaipur ( Circle Headquarters) . Now , the department has approved our claim and issued orders of transfer to JAWAHAR NAGAR H.O ( JAIPUR). Let us congratulate Com. V.K Jain to continue the service to union with extra enthusiasm and great spirit.

RESOLUTION
It is announced for general information that during the year 2011-2012, accumulations at the credit of subscribers to the General Provident Fund and other similar funds shall carry interest at the rate of 8% (Eight per cent) for the period from 1.4.2011 to 30.11.2011 and 8.6% (eight point six percent) with effect from 1.12.2011.

The funds concerned are:—
1. The General Provident Fund (Central Services).
2. The Contributory Provident Fund (India).
3. The All India Services Provident Fund.
4. The State Railway Provident Fund.
5. The General Provident Fund (Defence Services).
6. The Indian Ordnance Department Provident Fund.

JCM STANDING COMMITTEE MEETING HAD EARLIER DECIDED TO CONSIDER GRANT OF THE ABOVE INCREMENT AND ACCORDINGLY THE GOVERNMENT HAS NOW ISSUED ORDERS
 
ALL GOVERNMENT EMPLOYEES AS ON DUTY ON 1.1.2006 AND WHOSE DATE OF INCREMENT WAS BETWEEN FEBRUARY AND JUNE WOULD BE NOW GIVEN AN INCREMENT IN THE PRE-REVISED SCALE OF PAY AS 'ONE TIME MEASURE' AND THEN AGAIN ANOTHER INCREMENT ON 1.7.2006.
 
ALL SUCH OFFICIALS WHOSE PAY WILL BE REFIXED W.E.F. 1.1.2006 SHOULD GET ARREARS AND OFFICIALS WHO RETIRED AFTER 1.1.2006 WILL GET THEIR PENSION UPWARDLY REVISED WITH ALL CONSEQUENTIAL RETIREMENT BENEFITS.
